Introduction: A Pivotal Moment for Metastatic Breast Cancer Advocacy

The month of February has served as a transformative period for METAvivor, marked by intense legislative activity, the launch of our signature virtual advocacy event, and strategic shifts in how we approach data collection for metastatic breast cancer (MBC) patients. As the landscape of federal funding shifts and the legislative session gains momentum, the METAvivor community remains at the forefront of the fight to improve the lives of those living with terminal breast cancer.

This update provides a comprehensive overview of our recent federal engagements, the progress of key legislative priorities, and the structural refinements being implemented to amplify the collective voice of our advocates nationwide.

Main Facts: The 2026 Legislative and Funding Landscape

The federal fiscal year 2026 began with a significant win for the medical research community. On February 3, the signing of the Consolidated Appropriations Act provided crucial funding increases for the National Institutes of Health (NIH), the National Cancer Institute (NCI), and the Centers for Disease Control (CDC)’s Division of Cancer Prevention and Control. Notably, the Department of Defense (DOD) Congressionally Directed Medical Research Program (CDMRP) for Breast Cancer saw a funding increase to $145 million, up from $130 million in the previous fiscal year.

While most of the government is fully funded, the Department of Homeland Security (DHS) remains an outlier, currently operating under a partial shutdown that began on February 13 following a stalemate in Congress. Despite this, the majority of healthcare-related research agencies remain unaffected, allowing METAvivor to shift its focus immediately toward the upcoming fiscal year 2027 (FY27) appropriations process.

Chronology of Advocacy Events: February 2026

The following timeline outlines the strategic milestones achieved by METAvivor throughout the month:

  • February 3: The Consolidated Appropriations Act is signed into law, securing vital research funding.
  • Early February: METAvivor hosts comprehensive training webinars to prepare State Captains and advocates for the upcoming GroundSwell event.
  • February 13: Congress reaches a stalemate on DHS funding; however, the broader healthcare and research apparatus remains operational.
  • Mid-February: METAvivor leadership meets with the North American Association of Central Cancer Registries (NAACCR) to discuss the modernization of the SEER registry.
  • February 23: The third annual GroundSwell Virtual Advocacy Event officially commences, marking the start of a two-week period of intensive congressional outreach.

GroundSwell: A Digital Force for Change

The third annual GroundSwell Virtual Advocacy Event, which runs from February 23 through March 6, represents the pinnacle of METAvivor’s grassroots strategy. By leveraging virtual platforms, METAvivor has successfully bridged the geographical divide, enabling over 100 dedicated advocates to engage directly with their congressional representatives.

Training and Empowerment

Recognizing that effective advocacy requires preparation, METAvivor provided a robust toolkit to all participants. This included:

  • Legislative Primers: Fact sheets detailing the nuances of current MBC-related bills.
  • Communication Scripts: Draft emails and meeting scripts to guide conversations with healthcare staff in House and Senate offices.
  • Resource Mapping: A state-by-state directory identifying key congressional staff responsible for healthcare policy.

This infrastructure ensures that when an advocate enters a meeting—virtual or otherwise—they are armed with data and clear, actionable requests. The event concludes with a post-meeting survey, allowing the organization to track legislative sentiment and identify offices requiring further follow-up.

Legislative Priorities: Tracking Progress on Capitol Hill

METAvivor continues to champion two critical pieces of legislation: the Metastatic Breast Cancer Access to Care Act and the Cancer Drug Parity Act.

The Metastatic Breast Cancer Access to Care Act (H.R. 2048 / S. 3442)

This bill remains our primary legislative focus. The House version, H.R. 2048, has gained significant bipartisan momentum, currently boasting 214 cosponsors—154 Democrats and 60 Republicans. The addition of 12 new Republican cosponsors this month demonstrates the growing awareness of the unique challenges faced by MBC patients, particularly regarding the waiting periods for Social Security Disability Insurance (SSDI) and Medicare. The Senate companion, S. 3442, has also seen growth, now with 5 cosponsors, and remains a top priority for Senate-level advocacy.

The Cancer Drug Parity Act

Currently holding 26 House cosponsors, this act aims to ensure that oral cancer medications are covered at a level equivalent to intravenous treatments, removing financial barriers to life-saving care. METAvivor is actively coordinating with partners to pursue the re-introduction of this bill in the Senate, viewing it as a fundamental step toward equitable healthcare access.

Agency Engagement: The SEER Strategy

A significant portion of METAvivor’s 2026 agenda focuses on the National Cancer Institute’s Surveillance, Epidemiology, and End Results (SEER) program. Historically, the SEER registry has struggled to accurately reflect the reality of metastatic breast cancer patients, often leading to underestimations of the disease burden.

In mid-February, METAvivor initiated a productive dialogue with the North American Association of Central Cancer Registries (NAACCR). The goal is to develop a policy framework that encourages the modernization of cancer registries to better track metastatic disease. By collaborating with the Alliance for Breast Cancer Policy, METAvivor is building a coalition dedicated to data transparency and ensuring that the real-world experiences of MBC patients are captured in national health statistics.

Infrastructure and Technological Evolution

To sustain its growing advocacy movement, METAvivor is conducting an internal audit of its digital infrastructure. Following successful demonstrations of the "Voter Voice" advocacy software, the organization is evaluating how to integrate this platform into its current operations.

The goal is to streamline the advocacy process, making it easier for patients to contact their representatives and easier for staff to manage the massive influx of data generated by nationwide campaigns. This technological pivot is designed to bolster "grasstops" engagement—connecting key community leaders with policy influencers—to ensure that METAvivor’s voice remains prominent in the halls of Congress.

Implications: The Path Forward

As we look toward the remainder of the 2026 session, the implications of our current work are clear. The successful passage of the appropriations bills secures the research pipeline, but the fight for patient-centered policy continues.

Future Objectives:

  1. FY27 Appropriations: In solidarity with the Ad Hoc Group for Health Care Funding and One Voice Against Cancer, METAvivor is finalizing unified requests to ensure that research funding for MBC remains a federal priority in the coming year.
  2. Strategic Communications: We will continue to refine our messaging to ensure that the urgency of metastatic breast cancer is communicated effectively to policymakers who may not be familiar with the nuances of the disease.
  3. Conference Integration: Planning for the Thriving Together: 2026 Conference on Metastatic Breast Cancer is underway. We intend to use this platform to further mobilize our base and connect conference attendees with tangible advocacy opportunities.

A Message to Our Advocates

The strength of METAvivor lies in the tenacity of its advocates. Whether through participating in GroundSwell, engaging in local outreach, or contributing to the development of our legislative priorities, every action taken by our community brings us one step closer to our goal: the transformation of metastatic breast cancer from a terminal diagnosis to a manageable, chronic condition.

As we move into the spring, we encourage our members to stay engaged, watch for updates on the FY27 budget, and continue to tell their stories to their representatives. Together, we are not just asking for change—we are driving it.
